No, ads are expensive no matter where you live. If the price of the course is too much for you, ads will be too. I would recommend you start with organic traffic to get some cashflow first.
No, I gradually increase the price as the course gets more users and features, usually every 100 orders.
The templates are focusing on Meta Ads (Facebook + Instagram). While it can works for other platforms, it is not the main focus of the course.
The templates can still work, but you will need to adapt to the platform. For example, Reddit users hate seeing ads, so you will need to make your ads more engaging.
Yes, Meta Ads are the same for Facebook and Instagram.
